Dodik: BiH's RS entity to withdraw agreements on judiciary, army, customs agency

Bosnia’s tripartite Presidency member Milorad Dodik said on Monday that there is a consensus in the parliament of BiH’s s Republika Srpska (RS) entity to withdraw from the agreements that led to the establishment of Bosnia’s army, top judicial institution and indirect taxation authority.

Dodik, who is also the leader of the ruling party in the RS entity, had announced that the RS National Assembly will start the process of unilaterally transferring numerous competencies from the state.

Bosnia’s Armed Forces, Indirect Taxation Authority, as well as many other state institutions, were formed based on agreements which the RS National Assembly adopted throughout the years after the 1995 Dayton Peace Agreement was signed.

Dodik said these reforms should be rolled back, arguing that competencies in BiH should be set up in accordance with the original Dayton Agreement.

On Monday he announced that the RS National Assembly will be adopting laws to achieve this within the next six months and stressed that those decisions will not violate the Dayton Agreement or the RS Constitution.

He said that RS is prepared to “harmonize some things” within the state system but stressed that the entity will not accept competencies that belong to it being taken away, arguing that the finance sector is one of those.

He said that the High Judicial and Prosecutorial Council of BiH was formed without any agreement from the RS and that the justice sector is also under the competencies of entities in BiH.

Dodik urged opposition members in the RS National Assembly to support his initiatives based on “a patriotic feeling towards the RS.”
