Dodik lays out a set of conditions for the functioning of BiH institutions

Not a single law will pass at the BiH level until the law on the Constitutional Court of BiH is put on the agenda, the President of the Republika Srpska (RS), Milorad Dodik, told his partners and the public after a two-hour meeting in Banja Luka.

At the meeting between Milorad Dodik and representatives of institutions of the RS and Bosnia and Herzegovina, as well as party leaders, it was concluded that the RS is determined to “defend its constitution and territorial sovereignty.”

Decisions and conclusions were made and read by Dodik:

– They dismissed the accusations and indictments against the RS President and others as politically motivated.

– They stated that the Court and the Prosecutor's Office of BiH are not a constitutional category, but an imposed one, that they are a politically motivated structure ready to act in accordance with the imposed laws of an individual who has no authority (High Representative Christian Schmidt).

– They repeated that Schmidt is not a legal High Representative and his decisions are rejected.

– All imposed decisions of High Representatives should be put on the agenda and a new political agreement should be found.

– They confirmed their commitment to the Constitution of BiH, ready to defend the Constitution of the RS.

– They concluded that the issue of state property is a key issue, but also a fictional one, because it was allegedly resolved by the Dayton Agreement. They refuse to apply the succession contract in this sense. They also refuse to discuss property issues – because “they have been resolved.”

– If the Law on State Property is imposed, a session of the RS parliament will be held on the independence of the RS, immediately.

– Meetings with representatives of the American and British embassies, as well as with Christian Schmidt, will be refused.

Dodik added that they agreed to continue discussions at the BiH level on three issues, regarding the Constitutional Court, the Court of Bosnia and Herzegovina, and the Electoral Law. The appeals council, he said, is only possible if it would be seated in Banja Luka, the RS administrative centre.

In the coming period, Dodik pointed out that the RS parliament would reject everything that Schmidt did, noting that it was agreed that money should be found in the RS budget for employees who pull out from the institutions of Bosnia and Herzegovina.

The RS will inform the United Nations about all of the above, the RS President concluded.
