The report criticizes the constitutional structure for discriminatory elements and the entity of Republika Srpska for undermining the rule of law and refusing to implement decisions by Bosnia's Constitutional Court.
The report highlights that while Bosnia has made significant progress by fully aligning with EU sanctions against Russia, political obstructions remain a challenge in implementing restrictive measures. The Commission also urges Bosnia to align its visa policies with the EU, ending visa-free arrangements with several non-EU countries, and calls for greater efforts in border security.
Regarding media, the report describes the situation as “very concerning,” pointing out political pressures and financial instability affecting public broadcasting in Bosnia. Bosnia’s public broadcaster, BHRT, is facing a severe financial crisis, and media in Republika Srpska continues to spread Russian misinformation despite Bosnia aligning with EU sanctions against Russian media.
