Foreign ambassadors: Entities must comply fully with Bosnian Constitution, laws

The Peace Implementation Council Steering Board of Ambassadors reviewed the political developments in Bosnia and Herzegovina, including the acts adopted by the entity parliament of Republika Srpska, urging "the immediate cessation of all activities that undermine the constitutional and legal order of Bosnia and Herzegovina," the Office of the High Representatives said on Friday.

"Reiterating recent statements by international partners in support of the Dayton Peace Agreement and Bosnia and Herzegovina’s sovereignty and territorial integrity and firmly opposing any actions that would undermine BiH’s security and stability, members condemned the adoption by the National Assembly of Republika Srpska of the conclusions and decision on 26 February and the legislation on 27 February," said the Peace Implementation Council, a body that comprises 55 countries and agencies that support and review the peace process in Bosnia following the 1992-95 war, under the chairmanship of the international community's High Representative in BiH. The conflict in question was ended by the Dayton Peace Agreement, a deal that followed the peace talks mediated by the US.

The statement comes a day after the entity parliament in Republika Srpska, one of two Bosnia's semi-autonomous entities, adopted laws challenging state institutions in that part of Bosnia and Herzegovina.

"These actions by the ruling coalition in Republika Srpska seek to destabilize the institutions exercising constitutional responsibilities of the State, in accordance with the laws of Bosnia and Herzegovina, and whose establishment has been confirmed constitutional by the Constitutional Court of Bosnia and Herzegovina," the PIC ambassadors warned.

Entities are obliged to comply fully with the Constitution and laws of BiH, they stressed, and urged "immediate cessation of all activities that undermine the Dayton Peace Agreement and the constitutional and legal order of Bosnia and Herzegovina."

"These actions contradict the commitments Bosnia and Herzegovina has undertaken on the EU path," they underlined.

Members further underlined the importance of using all domestic legal remedies to uphold the constitutional order of Bosnia and Herzegovina and said that leaders should fully focus their energy on delivering progress, including on the European Union path, with all its benefits for BiH citizens.
