German FM in BiH: EU door is open, but reforms are non-negotiable

German Foreign Minister Johann Wadephul said it was not a coincidence that he chose Bosnia and Herzegovina (BiH) as the first stop on his regional tour of the Western Balkans, stressing that Berlin views EU integration as a long-term investment in peace and stability.

“EU accession is performance-based. Candidate countries must deliver difficult and sometimes very painful reforms. For Bosnia and Herzegovina, there are no shortcuts, no fast-tracks and no bypasses - reforms must be fully implemented,” Wadephul said.
He emphasised that the reform priorities set in 2022 must be completed, particularly in the field of rule of law.
“Germany can open the door, but political leaders in BiH must show determination and deliver results,” he added.
Wadephul underlined that Bosnia and Herzegovina’s sovereignty and territorial integrity remain fundamental principles of German policy towards the region, in line with the Dayton Peace Agreement.
“The institutions established through Dayton enjoy our confidence. The role of the High Representative remains essential,” he noted.
He announced that the same messages would be delivered during his upcoming meeting with the tripartite Presidency of Bosnia and Herzegovina. Wadephul is also scheduled to meet Presidency member Zeljka Cvijanovic later on Sunday.
Schmidt: “A crucial visit at a key moment”
High Representative Christian Schmidt welcomed the visit, noting that Wadephul arrived in a country that has experienced “many difficult and catastrophic events”.
“We are now focused on the future. This is a very important visit at a key moment. After very difficult months, there is now reason for greater optimism and hope that BiH institutions are prepared to address challenges constructively,” Schmidt said.
He highlighted that several institutions demonstrated an unexpectedly strong level of resilience in recent months, successfully resisting political pressures.
He expressed optimism regarding BiH’s progress toward EU membership, but stressed that "much still needs to be done, and that remains firmly in the hands of domestic political actors - especially voters".
On the role of international institutions, he stated that “the international community stands ready to assist where necessary”, noting that the Office of the High Representative remains committed to its mandate rooted in the Dayton Agreement and the United Nations.
“Minister Wadephul, your visit sends a very strong signal that Bosnia and Herzegovina is not alone. As High Representative, I want to thank Germany - and you personally - for the support you are providing,” Schmidt concluded.
