High Rep's report to UN: RS authorities launched an unprecedented attack

The High Representative in Bosnia and Herzegovina, Christian Schmidt, has sent a report on the situation in our country to the Secretary-General of the United Nations, António Guterres, for distribution to the members of the Security Council ahead of the Council session that will discuss Bosnia and Herzegovina. Schmidt is expected to address and read the report at the session scheduled for next week.

The report covers the period from October 16 of last year to April 15 of this year. Schmidt highlights the situation that emerged after the Court of Bosnia and Herzegovina delivered a first-instance verdict against the president of the BiH's Republika Srpska (RS) entity, Milorad Dodik.

The report also states that this period was marked by a significant number of tensions.

Schmidt notes that, following the verdict, the authorities of Republika Srpska responded with "attacks on the constitutional order" of Bosnia and Herzegovina, adopting legislation that effectively prohibits the operation of judiciary and law enforcement institutions at the state level on the territory of Republika Srpska. These actions aim to create a parallel and conflicting system between state and entity institutions, he warns.

Schmidt emphasizes that the adoption of laws by the National Assembly of Republika Srpska (NSRS) which prohibit the work of state-level judiciary and law enforcement institutions on RS territory signals a de facto secession.

Part of the report is devoted to the situation with the current state-level government, while a separate section is dedicated exclusively to the HDZ party and its actions during this period.
