Indictment against former head of BiH's secret service confirmed

On January 8, 2025, the Court of Bosnia and Herzegovina confirmed an indictment by the Prosecutor's Office of BiH, accusing Osman Mehmedagic, the former director of the Intelligence and Security Agency (OSA), of committing the criminal offense of abuse of office.

“The accused is charged with performing the duties of Director General of the Intelligence and Security Agency of Bosnia and Herzegovina (OSA BiH) from November 2019 until February 27, 2023, when he was relieved of his duties, despite not possessing the higher education qualification legally required for this position. By doing so, he abused his official position to secure his continuation in office, thereby maintaining his official and societal influence and obtaining financial benefits in the form of a salary for a position he did not meet the legal requirements to hold”, the Court of BiH stated.

The indictment alleges that through these unlawful actions, Mehmedagic unlawfully gained financial benefits amounting to BAM 293,046.58, thereby causing damage to the state budget of Bosnia and Herzegovina.

At the end of last year, the Prosecutor's Office of BiH filed an indictment against Mehmedagic, alleging that he performed the role of Director General of OSA BiH without the legally required qualifications.

“The suspect, in order to secure his continuation in this position, among other actions, presented to the supervisory body of OSA BiH within the Parliamentary Assembly of BiH a diploma from the American University in BiH for a Bachelor’s degree in International Law, despite knowing that he had never studied at this university nor obtained any degree there. The diploma was obtained in an unknown manner”, the indictment stated.
