Izetbegovic: OHR wouldn't impose electoral reform without Parliament's approval

The leader of the strongest Bosniak party in BiH, Bakir Izetbegovic, said he does not believe that the High Representative of the international community would impose electoral reform in the country without discussing the issue with the parliament or the parties represented in the institution.

N1 learned from several diplomatic sources last week that, by August 1, High Representative in BiH, German politician Christian Schmidt, will use his ‘Bonn Powers’ to impose measures for the re-functioning of Bosnia’s Federation (FBiH) entity.

The draft decision, which has already been sent to the addresses of embassies in BiH, contains changes to the Election Law in relation to the functioning of the chambers of Parliament, the election of the leadership of the FBiH, the election of judges of the FBiH Constitutional Court, as well as numerous changes that should ensure the integrity of the election process.

Izetbegovic, who is the leader of the Party of Democratic Action (SDA), said he urged Schmidt to refrain from imposing such a decision, arguing that such a move would result in a “political minefield” and that it could damage the functioning of the FBiH entity.

“And he could jeopardize his authority, and we need the authority of the High Representative. I spoke to him today and repeated the same warnings and my request,” Izetbegovic said.

He argued that the High Representative is there to protect the Dayton Peace Agreement, and by no means to impose solutions that “we failed to reach through a series of negotiations that stretched throughout the last year, especially changes in the very sensitive sphere of inter-ethnic and party balances and the balance of party influence among the ethnocentric and civic parties.”

“I think that the Office of the High Representative (OHR) will not make a decision without consulting the representatives of the parliamentary parties and hopefully not without a meeting between Schmidt and the FBiH Parliament, the House of Representatives and the House of Peoples in FBiH,” he said.
