New draft law aims to modernize civil aviation in Bosnia

The Ministry of Communications and Transport of Bosnia and Herzegovina has released the Draft Law on Civil Aviation, officially inviting stakeholders to participate in public consultations and submit their feedback.

The proposed legislation seeks to establish a unified, modern legal framework aligned with international aviation standards. Over the past fifteen years, the global aviation landscape has undergone radical shifts, a reality confirmed by recent inspections from international regulatory bodies. These audits underscored the urgent need for Bosnia to strengthen its regulatory oversight and adopt updated legal solutions.
Minister Edin Forto emphasized that building a credible regulator requires the establishment of an independent, financially self-sustaining agency. Such a model is essential for recruiting and retaining specialized experts who are currently in short supply.
"Without these professionals, flight safety is compromised, and without safety, the development of civil aviation in Bosnia and Herzegovina is impossible," Forto stated. "To be realistic, failing to take this step threatens the very existence of sovereign civil aviation in our country."
The Draft Law was developed by a specialized working group comprising representatives from the Ministry of Communications and Transport, the Civil Aviation Directorate, and the Ministries of Defence and Foreign Affairs.
The public is encouraged to submit comments and proposals regarding the draft by March 6 of this year. The full text of the Draft Law and submission guidelines are available on the official portal, ekonsultacije.gov.ba.
