Details from a report that the European Union ambassador in Bosnia and Herzegovina allegedly wrote following the visit of EU Enlargement Commissioner to BiH in late November have caused outrage among pro-Bosnian politicians who demand an explanation from Brussels.
Local media published on Tuesday parts of a report the EU Special Representative, Johann Sattler, following the visit of EU Enlargement Commissioner, Oliver Varhelyi, to the country.
The media reports implied that Varhelyi agreed with BiH Presidency member, Milorad Dodik, on Bosnia’s Republika Srpska (RS) entity National Assembly holding the recent session where it supported an initiative for the RS to withdraw from BiH state institutions.
In addition to the details of an agreement that defined a way out of the current political crisis, the alleged report labelled the former High Representative overseeing the civilian implementation of the Dayton Peace Agreement in BiH, Valentin Inzko, as the main culprit for the current situation.
“A fragile political package agreement seemed to have been reached, which would not only halt the implementation of policies for the unilateral withdrawal of the RS from State Institutions, but also de-block BiH state-decision-making bodies in order to continue work on EU reforms,” it said.
As for the controversial session of the RS National Assembly (RSNA) that took place on December 10, the document reads that the Commissioner clarified that the session “would indeed take place but that the moratorium to pass legislation on the unilateral withdrawal from State Institutions would be announced for a 6-month period.”
Semsudin Mehmedovic, one of the MPs of the Party of Democratic Action (SDA) in the BiH Parliament, called the allegations a “coup in BiH from Brussels” and even called on the BiH Prosecutor's Office of BiH to launch an investigation against the EU official.
He also urged political parties to suspend all negotiations with the EU.
“The EU, through its Enlargement Commissioner, agreed on a coup in BiH. I call on political parties to declare Varhelya and Sattler undesirable persons and demand the closure of the EU Office in BiH until the end of the investigation in Brussels or the removal of Brussels diplomats involved in destroying the constitutional order in BiH,” Mehmedovic said.
Bosnia’s Social Democratic Party (SDP) issues a statement demanding an explanation from Brussels.
“It is inconceivable that such things are being done by those who, at least declaratively, support the integrity and sovereignty of Bosnia and Herzegovina. Does this document provide part of the international community with covert support for the secessionist intentions of Milorad Dodik and the Republika Srpska leadership? The European Commission must give an explanation as to what is really going on as soon as possible,” the SDP said.
Zlatan Begic, an MP from the Democratic Front (DF), said that “Oliver Varhelyi and Johann Sattler have lost the trust of the citizens of Bosnia and Herzegovina with their courtly approach to the destructive policies of Milorad Dodik.”
“The information that has emerged indicates that after this action of EU Enlargement Commissioner Oliver Varhelji, it will be much more difficult to talk to legal representatives of democratic institutions in BiH operating within the rule of law, because Varhelyi is obviously involved in hostile activities against our country and its citizens, and is abusing the function entrusted to him,” Begic said.
He called on EU institutions to take action within their jurisdiction against such abuses which violate the rule of law, the BiH Constitution and the Dayton Peace Agreement.
