Top officials of the ruling party in Bosnia’s Serb-majority Republika Srpska (RS) entity rejected media reports that implied that the EU Enlargement Commissioner agreed on the entity holding the recent session where it supported an initiative for the RS to withdraw from BiH state institutions.

Local media published on Tuesday parts of a report the EU Special Representative, Johann Sattler, allegedly wrote for Brussels in late November following the visit of EU Enlargement Commissioner, Oliver Varhelyi, to the country.

Varhelyi met with local political leaders to discuss ways to overcome the ongoing political crisis in the country. In addition to the details of an agreement that defined a way out of the current crisis, the alleged report labelled the former High Representative overseeing the civilian implementation of the Dayton Peace Agreement in BiH, Austrian diplomat Valentin Inzko, as the main culprit for the current situation.

“A fragile political package agreement seemed to have been reached, which would not only halt the implementation of policies for the unilateral withdrawal of the RS from State Institutions, but also de-block BiH state-decision-making bodies in order to continue work on EU reforms,” it said.

As for the controversial session of the RS National Assembly (RSNA) that took place on December 10, the document reads that the Commissioner clarified that the session “would indeed take place but that the moratorium to pass legislation on the unilateral withdrawal from State Institutions would be announced for a 6-month period.”

According to the spokesperson of the Alliance of Independent Social Democrats (SNSD), the ruling party in the RS entity, Radovan Kovacevic, it is not true that Varhelyi agreed with the party on the date of the session, but rather that he was simply informed that it would take place.

“It is incorrect information that anything was agreed with the EU Commissioner, Mr. Varhelyi, regarding the session of the National Assembly. He, like everyone else, was clearly told what the policy of Republika Srpska is and what are the directions in which Srpska will act,” he said.

“Varhelyi has been told what we have said before in public, in the media, what decision we will make on December 10 in the National Assembly and that there will be a period of six months in which legislative solutions will be prepared,” he said, arguing that what happened was misrepresented by the media.

RS President Zeljka Cvijanovic, a member of the same party, said that this interpretation of the report is part of a campaign coming from Sarajevo.

“I don't know if it really seems realistic to anyone that any European commissioner would have come here and agreed on when the session of the National Assembly of the Republika Srpska will be held,” she argued.

“I think it is aimed at Hungary because of their realistic, objective and unencumbered position on the crisis in BiH,” she said.
