The request of Bosnia’s international administrator to the parliament of the country’s Republika Srpska (RS) entity, asking it to annul the decorations it awarded to convicted war criminals, caused tensions in Bosnia and had ulterior motives, RS National Assembly Speaker, Nedeljko Cubrilovic, told N1 on Friday.
The National Assembly of Bosnia's Serb-majority semi-autonomous RS entity rejected the request by High Representative Valentin Inzko, who is tasked with overseeing the civilian implementation of the 1995 Dayton Peace Agreement, to annul the awards it handed convicted war criminals.
Cubrilovic said he never took the letter as an ultimatum and that this is an ongoing issue in the country.
“Here, the individual is not important, the attitude towards the highest legislative body by the institution of a High Representative is important, and how the RS National Assembly views it is important,” he said, adding that the RS National Assembly was “united in response to Inzko's inquiry.”
He argued that “Inzko has been sympathizing with only one of the peoples here for a long time,” adding that “he forgets that this is a state of three constituent peoples, two entities.”
“Maybe he could have contributed more to keeping this country in a tidier state than it is with his departure,” he said, arguing that the removal of a plaque dedicated to convicted war criminal Radovan Karadzic “can only be a precursor to some intentions which we can only guess what they would be.”
There is an attempt to impose a law banning genocide denial and it is a result of pressure coming from Bosniaks, he said, adding that he does not expect such a law will pass by the time Inzko leaves the country.
“It would not be reasonable, of course, I would not expect it. That would mean banning the work of all scientists, all historians, any re-examining of all events,” he said.
He stressed that Inzko’s request raised tensions in the country.
Cubrilovic criticised Inzko for not reacting to a declaration of the main Bosniak party in the country, the Party of Democratic Action (SDA), which he argued implied that “the RS should disappear, that it is the result of genocide.”
