According to the Spokesperson of Russia’s Foreign Ministry, Maria Zakharova, the Steering Board of the Peace Implementation Council for Bosnia and Herzegovina gravely violated the rules when it adopted a statement this week without Russia's participation.
“For the first time in more than 25 years of multilateral efforts for a post-conflict solution in Bosnia and Herzegovina, Russia, a member of the Steering Board since its establishment, has not been invited to participate. It was an unprecedented violation of all existing rules. Moreover, other members of this advisory body and the Office of the High Representative have resorted to open fraud by adopting a final statement, without even mentioning our country,” Zakharova’s statement said.
Zakharova was referring to the statement the Peace Implementation Council Steering Board (PIC SB) issued on Wednesday, when it warned of the “unprecedented political crisis” in the country and, among other things, noted that political leaders “have failed to deliver on their promises to their constituents to implement the reforms necessary to advance BiH’s Euro-Atlantic integration, promote sustainable economic growth, entrench the rule of law, and combat corruption.”
The Russian official said that decisions of the PIC SB made without Russia’s participation are “illegitimate and cannot represent the position of the international community.”
“Obviously, they have problems with the fact that part of the international community, represented by Russia, adheres to different approaches to the implementation of the General Framework Agreement for Peace in Bosnia and Herzegovina from 1995 (Dayton Agreement) and to how the situation is developing in that country,” she said.
She stressed that such “gatherings of a select few behind closed doors, presented as official sessions, have no legal consequences for Bosnian parties.”
