The Center for Humane Politics from Doboj has filed a criminal complaint against the President of the Republic of Srpska, Milorad Dodik, and the member of the Presidency of Bosnia and Herzegovina, Zeljka Cvijanovic, alleging false testimony.
The criminal complaint also targets the acting district public prosecutor and the judicial council for violations of the law by the judge and prosecutor in the case against the former mayor of Doboj, one of the individuals held responsible for the deaths of 11 residents and hundreds of millions of KM in damage caused by the 2014 floods.
“In an attempt to protect the accused, show solidarity with those responsible, promote irresponsibility and impunity, avoid their own responsibility, humiliate the victims, the injured parties, and the institutions they lead, and influence the court's decision, the accused gave false testimony on several matters that differ from the factual situation and their statements and actions from ten years ago,” the Center for Humane Politics stated.
Furthermore, it was noted that President Milorad Dodik filed a criminal complaint in 2014, which initiated the criminal proceedings against the former mayor of Doboj. During his testimony, however, Dodik allegedly compromised his complaint by falsely stating that the emergency headquarters in Doboj took all actions within their authority and power during the 2014 floods, that all necessary protective measures for people and material resources were taken, that the accused was on-site, and that there was constant communication with the former mayor.
“Zeljka Cvijanovic, ten years ago as the Prime Minister of the Republic of Srpska, stated in relation to the flood in Doboj that there was no coordination and cooperation with the city authorities, that the protection and rescue system did not function, that the local headquarters were flooded, that three ministers coordinated efforts with the police, and that children were in school when the water entered the city. Yet, in court, she shamelessly lied that Doboj did everything possible, that all material and technical resources and human resources were engaged, that the decision on the state of emergency was timely, and that the engagement of the republican headquarters could not be linked to the failure of the city emergency headquarters to act,” the statement emphasized.
The acting public prosecutor and the judicial council are also accused of failing to challenge the witness status and credibility of the testimonies given by the President of RS, former prime ministers, the interior minister, and the mayor of Samac, against whom the Center for Humane Politics filed a criminal complaint in June 2014, which was not acted upon by the relevant prosecutors. They are accused of failing to ask necessary questions to these witnesses to eliminate the impact of their false testimony, not taking legally prescribed measures against false testimony, and turning the trial into a farce with a predictable outcome.
