EU’s Soreca: Only domestic institutions can resolve BiH’s crisis

Bosnia and Herzegovina is facing a constitutional crisis triggered by the leadership of Republika Srpska, but the European Union and EUFOR cannot resolve it—only the country’s own institutions can, said Luigi Soreca, the EU Ambassador and Special Representative in BiH, in an interview with Nezavisne novine.

“We cannot replace domestic authorities. Laws are passed through legislative procedures, and the executive branch implements them. We are doing everything we can—sometimes, I even think, more than we should. At times, it seems the EU is working harder on Bosnia’s EU integration than the country’s own leaders,” Soreca remarked.

He stressed the gravity of the current situation, particularly in light of the constitutional crisis and the ongoing reform deadlock. While the international community is ready to assist, he warned it cannot—and must not—assume responsibilities that belong to BiH’s institutions.

Soreca pointed out that BiH must fulfil clear conditions to advance on its path toward EU membership.

“Two key judicial laws remain unresolved, as well as the appointment of the chief negotiator. How can negotiations proceed without a single, unified voice? We also have the Growth Plan—worth €1 billion for BiH citizens—which is tied to progress,” he said. “The EU remains open to BiH, but local leaders must take responsibility. We are concerned about the constitutional crisis and the actions of RS leadership. We urge them to refocus on EU integration.”

When asked whether the EU has a preference regarding the composition of the future coalition government, Soreca was clear:

“No, the EU wants to see whoever BiH designates. Whoever is chosen as the chief negotiator—it is vital to return focus to reforms. Right now, while others in the region are engaging and meeting, BiH is lagging behind.”

Regarding EUFOR’s role, Soreca emphasised that it is a military mission, not a political actor:

“EUFOR operates under a UN Security Council mandate. Its role is to maintain a safe and stable environment, not to enforce domestic laws or intervene in political matters,” he clarified.

Soreca also addressed what could happen if BiH fails to meet EU requirements by June.

“There is no formal deadline, but it would be a real loss to waste the next 18 months due to political inertia. The conditions are minimal—two laws and one appointment. This could be resolved in days, if there is political will. Brussels is in constant contact with local actors. As soon as we assess that there is tangible progress, we will organise a new round of talks. I also expect a visit soon from Commissioner Marta Kos, which could bring new momentum to BiH’s EU path,” he noted.

“The EU remains committed to BiH’s European future. But we cannot and will not impose solutions. Citizens must demand accountability from their leaders. More than 70% of citizens still want EU membership. It’s time for politicians to take that seriously,” Soreca concluded.
