Elmedin Konakovic, the Minister of Foreign Affairs of Bosnia and Herzegovina (BiH), requested that the Council of Ministers of BiH include the withdrawal of the previously signed police cooperation agreement between BiH and Serbia on their agenda. This request has sparked numerous reactions, prompting both the Minister of Security of BiH, Nenad Nesic, and the Minister of Foreign Trade and Economic Relations of BiH, Stasa Kosarac, to hold press conferences.
Speaking on the matter, Nesic claimed that Konakovic “attempted to centralize BiH today.”
“He tried to revoke the authority of the Ministry of Interior of Republika Srpska (RS), and as a minister from RS, I want to say that we did not allow it today, we voted against such a proposal. I want to state that the existing police cooperation between BiH and other regional countries is very good; we collaborate, have numerous agreements and police actions, and I don't see any need to change anything. I want to tell Mr. Konakovic that the authority of the RS Ministry of Interior will not be revoked. Centralization will not happen as long as coalition partners from Republika Srpska, led by the SNSD, are in BiH institutions,” Nesic stated.
Kosarac echoed similar sentiments.
“Konakovic's intentions are nonsensical and not in line with the BiH Constitution. Very often, in his statements, I see no difference between him and Bakir Izetbegovic,” Kosarac asserted.
Konakovic also addressed the public, saying they had a “difficult and heated debate today.”
“Kosarac and Nesic defended the rights of the entity, while HDZ defended cantonal rights, bypassing state institutions in interstate agreements. This cannot be justified anymore. Those on our side who agreed to such agreements without the consent of state institutions are to blame. Today, it was confirmed that the RS Ministry of Interior can conduct activities with the Serbian Ministry of Interior, sharing data without involving OSA, SIPA, the Directorate for Coordination of Police Bodies, or the Directorate for Police Protection. These are all anomalies resulting from poor negotiations by those who supposedly love BiH,” Konakovic explained.
He advocated for the revision of all 25 agreements, with a focus on Serbia and Croatia, explaining why:
“Because the Serbian police, as determined by the Hague Tribunal in cases like Stanisic and Simatovic, sent their officers to Prijedor and other places, participating in war activities that resulted in genocide and killings. I don't trust such a Serbia and its police as long as they undermine the sovereignty of BiH, bypass state institutions, claim RS is a state, and derogate our institutions. I don't trust Croatia either, although they are on the path to establishing trust. I advocate for a revision to restore BiH's authorities,” Konakovic concluded.
