At the beginning of the session, the Speaker of the House of Peoples, Kemal Ademovic, noted that 10 delegates were present, of which five from the Bosniak caucus, three from the Croat caucus, and two from the Serb caucus.
He also read a letter he received from Board member Nikola Spiric, who informed him that SNSD delegates Sredoje Novic, Radovan Kovacevic, and himself would not attend the session, stating that Ademovic has on several occasions attempted to convene sessions of the House of Peoples on his own initiative.
A discussion is currently underway regarding procedural provisions and the reasons why the session of the House of Peoples cannot be held.
