OHR warns Republika Srpska’s proposed constitution violates Dayton Agreement
The Office of the High Representative (OHR) has issued a strong warning regarding the proposed draft of a new Constitution of Republika Srpska entity, stating that it is in clear violation of both the General Framework Agreement for Peace (GFAP) and the Brcko Final Award. According to the statement, all delegates in the National Assembly of Republika Srpska (RSNA) and the RS Council of Peoples should be aware of the serious danger posed by this process. The OHR urges them to exercise their personal duty to reject what it describes as an attack on the constitutional order of Bosnia and Herzegovina and the multi-ethnic character of Republika Srpska.
Furthermore, the OHR emphasizes that the existence of Bosnia and Herzegovina's entities is legally bound by the BiH Constitution. Any actions that undermine the Dayton Peace Agreement and BiH institutions, it warns, must be avoided to preserve stability and the rule of law in the country.
