The High Representative, Christian Schmidt, addressed the media on Wednesday after the conclusion of a two-day session of the Peace Implementation Council's (PIC) Steering Board, held in the Parliament of Bosnia and Herzegovina (BiH).
In his opening remarks, Schmidt noted that the session was conducted in a positive atmosphere and expressed hope that the same spirit would extend to other meetings within the Parliament building.
The key topics discussed included the reform of the electoral system, aimed at enhancing transparency and strengthening the democratic process in BiH. Schmidt highlighted the importance of technical improvements such as ballot scanning and the use of biometric data to ensure accurate vote counting. These measures, he stated, could be implemented by the 2026 elections to restore public trust in the electoral process.
Schmidt also addressed the contentious issue of state property, emphasizing that the PIC Steering Board strongly supports resolving this matter.
“I don’t wish to impose solutions. Instead, we encourage the Parliament, with our assistance, to work on adopting legislation to regulate this issue. Investment in BiH can’t be fully realized without the implementation of Constitutional Court decisions and appropriate legislation,” Schmidt stated.
He commended members of the BiH Presidency, Denis Becirovic and Zeljko Komsic, for their initiative in drafting a state property law and called on all political actors, including those with differing views, to engage in constructive dialogue.
Schmidt further discussed challenges facing the public broadcaster and the Border Police of BiH, the latter grappling with personnel shortages. While praising the improved cooperation with Frontex, he stressed that external support cannot replace domestic capabilities.
Looking ahead, Schmidt underlined the importance of continued progress towards EU integration, describing 2024 as a pivotal year for BiH.
“BiH institutions must intensify their efforts to implement the European Commission's recommendations and the Reform Agenda. The only logical path for BiH is towards a democratic Europe with functional institutions,” he said.
Schmidt concluded by reaffirming the PIC’s commitment to resolving the state property issue and reiterated its support for BiH’s territorial integrity and sovereignty. He stressed that any scenarios involving secession are unacceptable and undermine the country's institutions, harming all citizens regardless of their location.
