Schmidt urges respect for Bosnia’s constitutional order, condemns RS leadership
International community’s High Representative Christian Schmidt addressed the media in Sarajevo on Wednesday following a meeting of ruling parties at the Office of the High Representative (OHR), calling on all political actors in Bosnia and Herzegovina to respect the constitutional role of the Central Bank and reaffirming the sovereignty of the state.

“I call on all relevant actors in Bosnia and Herzegovina to fully respect the constitutional mandate of the Central Bank of BiH, which primarily serves the state and its institutions,” Schmidt said at the beginning of his remarks.
Reflecting on the upcoming 30th anniversary of the Dayton Peace Agreement, Schmidt emphasised that the accord not only ended the war but also remains central to the country’s future. “Dayton confirms that Bosnia and Herzegovina is a sovereign state, and the entities exist solely within it,” he reiterated.
Schmidt condemned recent actions by the authorities in Republika Srpska (RS), particularly those undermining state institutions and defying the Constitutional Court’s decisions. “At the PIC meeting, RS leadership was strongly criticised for actions that challenge BiH’s constitutional framework,” he said. “Attempts to shift competencies without state-level approval are unacceptable and endanger the rights and freedoms of all citizens.”

The High Representative noted that RS-based parties present at the OHR meeting agreed that international sanctions are not targeted at citizens, but rather at political actors who violate the constitutional order. He also addressed complaints from RS leaders over their participation in international forums, saying, “Everyone has the right to engage—no one can dictate who attends these meetings.”
On the 2026 elections, Schmidt stressed the obligation of the state to ensure full funding. “The state must secure funding for elections at all polling stations. The international community remains concerned, and elections must comply with OSCE recommendations,” he stated.
The envoy also expressed concern about political obstruction. “A politics of blockade is not a solution. The state budget must be adopted to ensure proper functioning,” Schmidt said.
The High Representative condemned the inflammatory rhetoric of RS President Milorad Dodik, as well as growing attacks on opposition politicians in RS. “These actions are unacceptable,” he said.

Regarding potential deblocking of the House of Peoples in Parliament, Schmidt acknowledged expectations for the OHR to intervene but emphasised that local leaders must take responsibility. “Citizens deserve better than politicians who vote against a billion-euro aid package. They should ask their representatives: What is your motive?”
“We’ll see,” Schmidt concluded, signalling that while international actors may step in, the onus remains on domestic political leaders.
