The United Kingdom warned the UN Security Council that unilateral calls for secession or a third entity in Bosnia and Herzegovina run counter to the Dayton Peace Agreement and threaten peace and stability, while reaffirming its support for the Office of the High Representative (OHR).

“The United Kingdom supports the Dayton Peace Agreement. One state, two entities, three constituent peoples and others,” the UK representative said during the Council’s debate on Bosnia and Herzegovina.

“Divisive rhetoric, including unilateral calls for secession or a third entity, is inconsistent with and contrary to Dayton and risks peace and stability.”

The UK welcomed the unanimous renewal of EUFOR Althea’s mandate for another 12 months, describing the mission’s presence as vital to peace and security. It also expressed condolences following the EUFOR helicopter crash near Brcko, paying tribute to those killed and expressing sympathy for the injured and their families.

Welcoming the peaceful conduct of the October 4 elections, the UK said the first nationwide use of election technology had strengthened electoral integrity, transparency and confidence in the process.

However, it highlighted continued obstruction of state institutions, failure to implement Constitutional Court decisions and a lack of progress on state property, citing the latest OHR report.

The UK said elections in Bosnia and Herzegovina and Serbia offered an opportunity to reset regional relations and recommit to respect for Bosnia’s sovereignty, territorial integrity and political independence.

It also condemned the glorification of convicted war criminals.

“Ratko Mladic was convicted by an independent UN tribunal of genocide, crimes against humanity and war crimes. Any attempts to deny or minimise these crimes undermine reconciliation,” the representative said.

On international oversight, the UK backed the Acting High Representative, including the use of executive powers where necessary, and said the conditions for completing the “5+2” agenda had not yet been met.

“Until they are, the High Representative remains essential to safeguarding Dayton and to ensuring peace and stability.”

The UK said appointing the next High Representative remained a matter for the Peace Implementation Council Steering Board and expressed hope for agreement on a suitable successor soon.

It concluded by supporting Bosnia and Herzegovina’s Euro-Atlantic ambitions and urging political leaders to work together towards a more sustainable and prosperous future.
