Bosnian PM says government to secure funds for October elections

There is money available for the organising of the elections in Bosnia and Herzegovina and the Council of Ministers will not obstruct the process, said Zoran Tegeltija, head of the Council of Ministers, Bosnia and Herzegovina's government.

“There has always been and will be money for elections…. elections will be called in early May and held in early October. That is a long period to insist on money being available already in May,” Tegeltija told the Glas Srpske daily on Saturday, dismissing accusations by the Central Election Commission that the government was delaying the provision of funds for elections for political reasons.

General elections in Bosnia and Herzegovina are expected to be held on 2 October based on the country's existing election law after the failure of all attempts to amend it in order to secure the implementation of rulings of the BiH Constitutional Court and the European Court of Human Rights i.e. to eliminate ethnicity-based discrimination.

The Central Election Commission said the decision on calling the elections would be made at a session set for 4 May but warned that the organisation of the elections could come into question because the necessary funds have not been secured yet.

The commission needs 11.7 million marks (approx. 6.26 million euro) to organise the elections and the money should come from the state budget but the 2022 budget has not been adopted yet due to obstruction from the Serb-majority entity of Republika Srpska.

According to the commission, the problem can be resolved by setting aside funds from accumulated surplus revenue, suggesting that the process is actually being blocked by Finance Minister Vjekoslav Bevanda, a member of the HDZ BiH party because that Bosnian Croat party does not want elections to be held under the current law.

Tegeltija said that accusations against Bevanda are entirely unfounded because the minister cannot block or approve anything in a government in which decisions are made collectively.

He added that there are politicians who are unhappy with the election schedule considering their ratings but that elections must be held because the law says so.
