
Bosnia and Herzegovina risks losing an additional €373.9 million in EU funds under the Growth Plan unless it urgently accelerates reforms, European Enlargement Commissioner Marta Kos has warned.

In a letter to the Chair of the BiH Council of Ministers, Borjana Krišto, Kos said the country has not yet met the conditions for disbursement due to insufficient progress in implementing the Reform Agenda.
If the necessary legal and institutional conditions are not met in the coming months, this could result in the loss of up to €373.9 million, the letter states.
Kos stressed that progress so far has not reached the level of ambition and urgency required, adding that Bosnia and Herzegovina is therefore not yet eligible for payments.
She said it is crucial to urgently appoint a coordinator for the Reform Agenda and Growth Facility, finalise the signing and ratification of necessary agreements, and ensure credible and timely implementation of reforms.
The European Commission already withheld €108 million from Bosnia and Herzegovina in 2025 under the same support programme.
EU Special Representative to Bosnia and Herzegovina Luigi Soreca said the Growth Plan represents a concrete EU offer worth nearly €1 billion, warning that “inaction has a price.”
The EU’s Growth Plan for the Western Balkans is worth a total of €6 billion, with nearly €1 billion allocated to Bosnia and Herzegovina, conditional on reforms. It aims to boost economic growth, strengthen institutions, and accelerate the region’s EU integration.
