Transparency International in Bosnia and Herzegovina (TI BiH) has submitted 50 reports to the relevant institutions regarding irregularities during the pre-election period. These reports primarily concern the misuse of public resources and premature campaigning.
So far, 11 sanctions have been imposed on parties and candidates based on these reports, amounting to 43,000 KM. These sanctions mostly relate to premature campaigning.
Additionally, the timing and initiation of public works before elections, along with the distribution of one-time financial aid to citizens, remain dominant behaviors of public officials during the pre-election period. TI BiH highlights that amendments to the election law imposed by the Office of the High Representative (OHR) have not yet prevented the misuse of public resources.
In the past month, all levels of government have distributed over 29 million KM in one-time aids to citizens. Despite this, the Central Election Commission (CIK) has only issued two sanctions for the misuse of public resources, specifically for the unlawful use of communication funds. No sanctions have been imposed under the provision that prohibits indirect vote-buying through one-time financial aids.
There have also been 18 instances of child exploitation for political purposes. In one CIK decision, a complaint against SNSD in Prnjavor was dismissed, with the claim that the materials distributed in the association for children with special needs did not bear party symbols, despite their clear presence in photographs.
In conclusion, TI BiH notes that despite amendments to the election law addressing the behavior of parties and officials in the pre-election period and the misuse of public resources, due to varying interpretations of the provisions and reluctance to sanction these activities, the misuse of resources remains a dominant feature of the campaign.
