For the third year in a row, the Srebrenica Memorial Centre published a research document 'Srebrenica Genocide Denial Report 2023', which recorded 90 cases of denial of genocide in Srebrenica in the period from May 2022 to May 2023, with President of Republika Srpska entity Milorad Dodik topping the list and one new name on it – Croatian President Zoran Milanovic.

The report includes media publications on the Internet and statements by public figures in Bosnia and Herzegovina, Croatia, Serbia, and Montenegro that deny, minimise, relativise, or otherwise distort the facts about the genocide in Srebrenica.

According to its executive summary, the 2023 report indicates a decline in the denial of the Srebrenica genocide and the glorification of war criminals compared to the previous periods.

“However, despite the amendments to the Criminal Code of Bosnia and Herzegovina in July 2021, which prohibit and punish genocide denial and the glorification of war criminals, these activities persist on a significant scale. Although the law has been in effect for two years, not a single indictment has been filed against those who deny the genocide, despite the dozens of criminal charges filed,” the document said, reminding that the last year's report detected 693 cases of the genocide denial.

The 2023 research identified the main deniers of the Srebrenica genocide that include RS President Milorad Dodik, Head of the Organisation of Failies of Captured and Killed Fighters and Missing Civilians from Srebrenica Branimir Kojic and Serbian MP Miodrag Linta. Other deniers include Serbian tabloids Informer and Alo, President of Croatia Zoran Milanovic, BiH House of Peoples member and spokesperson for Dodik's SNSD party Radovan Kovacevic and retired professor and former Dodik's advisor Nenad Kecmanovic.

“In 2023, politicians in the RS entity of BiH continue to be the most vocal in denying the Srebrenica genocide, often utilising state-owned public media platforms based in Banja Luka to disseminate their views. Additionally, researchers and commentators also actively engage in genocide denial. Their commitment to this practice remains steadfast, irrespective of political changes or the current situation in the region,” the report said.

The name of the Croatian President was assessed as a “notable addition to the list of deniers,” and according to the report Milanovic is “increasingly involved in this practice, which represents a significant departure from previous reports.”

“Given his high political position and influence as the President of Croatia, his emergence as a denier of the genocide carries substantial weight,” said the report.
