Bosnia's Border Police faces severe staff shortages

The Border Police of Bosnia and Herzegovina, the country’s first multi-ethnic state-level police agency and its largest by workforce, is grappling with significant operational challenges—chief among them, a critical shortage of personnel.

Despite ongoing efforts to bolster staffing levels, the agency continues to struggle with insufficient personnel and budget constraints, both of which hinder its development.
As of January 31, 2025, the Border Police of BiH employs 1,864 staff, representing just 70.4 percent of the positions required. This includes 1,665 police officers—falling short by 761, or 31.4 percent—along with 46 civil servants (lacking 11, or 19.3 percent) and 153 other employees (short by 10), according to the agency's latest figures.

To address this, Border Police officers receive continuous training to enhance their skills and adapt to modern policing and management methods. After a three-year delay in cadet recruitment, hiring procedures have now resumed, with new police officers being brought in at entry-level ranks.

Nevertheless, under the current Regulation on Internal Organisation—last updated in 2014—the Border Police should have 2,426 officers, leaving it still 761 officers short.

Looking ahead, the agency remains committed to securing Bosnia and Herzegovina’s borders, facilitating smooth border crossings, and implementing all necessary measures to ensure the safety of citizens both within the country and across the wider region.
