Dodik’s US lobbying web sparks scrutiny and White House response

US media organisations have launched extensive inquiries into Washington lobbying activities linked to Milorad Dodik, marking the first time the network of influence operating on behalf of Republika Srpska authorities has reached national prominent coverage in the United States, according to Federal Television (FTV) Washington correspondent Ivica Puljic.
The development prompted a direct response from United States President Donald Trump on his social media platform, Truth Social. Addressing the involvement of key political strategists, President Trump clarified that the individuals function exclusively as external consultants rather than direct administration employees. He noted that while advisors are legally permitted to represent multiple clients in line with standard Washington practice, he intends to question them regarding their commercial ties and will immediately sever working relationships should any conflict of interest arise.
According to Puljic, the national media scrutiny focuses on figures within President Trump’s inner circle who previously visited Banja Luka, including senior political strategist James Blair and veteran operative Chris LaCivita. LaCivita’s activities have been connected by reports in The New York Times to discussions in Banja Luka preceding the eventual lifting of US sanctions against Dodik.
The diplomatic footprint extends to White House Chief of Staff Susie Wiles, whose historical ties to Republika Srpska stem from her executive tenure at corporate lobbying firm Ballard Partners, where the Government of Republika Srpska was a registered client. In her capacity overseeing access to the Oval Office, Wiles recently hosted Zeljka Cvijanovic for talks in Washington. Further political consultancy connections involve Katie Wiles, a partner at Continental Strategy. The Government of Republika Srpska secured a one-year lobbying agreement with Continental Strategy in January valued at $420,000. Bosniak representatives had similarly contracted lobbyists from the same firm in April of the previous year following directives from Elmedin Konakovic, though Continental Strategy terminated that contract after five months.
The relief from sanctions granted to Dodik followed sustained advocacy from high-profile allies and paid consultants, including Michael Flynn, Rudy Giuliani, and Rod Blagojevich. In response, a bipartisan congressional group led by Senator Jeanne Shaheen dispatched formal correspondence to Secretary of State Marco Rubio urging the immediate reinstatement of punitive measures.
The State Department subsequently defended the policy shift in official communications to Congress. An unnamed senior administration official characterized the removal of sanctions as a pragmatic and far-sighted foreign policy intervention designed to mitigate Balkan instability. The official maintained that the decision successfully incentivized de-escalation, pointing to the National Assembly of Republika Srpska’s action last October to rescind the majority of legislation that challenged state-level judicial and law enforcement authority.
Concurrently, Dodik issued a public appeal via the Daily Caller requesting President Trump and Russian President Vladimir Putin to endorse the independence of Republika Srpska from Bosnia and Herzegovina, claiming the entity could function as an independent state within 15 minutes of receiving explicit approval from Washington. Puljic linked this push to media and political circles surrounding Tucker Carlson and Rod Blagojevich.
