After billboards with the message “the border exists” appeared across Bosnia’s Republika Srpska (RS) entity on Monday, the Office of the High Representative of the international community pointed out that there is no border between the two semi-autonomous entities in the country and that using the term is unconstitutional.
The messages on the billboards are similar to those expressed by supporters of Milorad Dodik, the President of the RS, at support protests held several times near the inter-entity boundary line after the BiH Prosecutor's Office filed an indictment against him.
“The BiH Constitutional Court ruled on the constitutionality of the use of the term “border” in the RS Constitution in January 2000, concluding that the term “border” is unconstitutional. The disputed article of the RS Constitution was amended to replace the term “border” with the term “inter-entity boundary line.” There is no state border between the entities”, he OHR said.
The OHR then quoted the BiH Constitution, which states that “there shall be freedom of movement throughout Bosnia and Herzegovina” and that BiH and its entities “shall not impede full freedom of movements of persons, goods, services and capital” thrgouhout the country, as well as that “neither entity shall establish controls at the boundary between the entities.”
