US Embassy: Creation of parallel electoral system in BiH's Republika Srpska entity would violate the 1995 Dayton Peace Agreement

The creation of a parallel electoral system by the government of the Republika Srpska (RS) entity in Bosnia and Herzegovina would breach the Constitution and the 1995 Dayton Peace Agreement, and it would “deprive RS voters of fundamental democratic rights”, the US Embassy in BiH said.

“Any election conducted under an unconstitutional, parallel electoral system would have no legitimacy, and those involved in its organization would be engaging in anti-democratic, unconstitutional, and anti-Dayton activities. The United States has been clear that it is prepared to respond to anti-Dayton actions by local actors, and that it supports actions by the High Representative to do the same”, the embassy posted on X.

It said that the president of the RS, Milorad Dodik, “is wrong if he thinks that the United States will stand aside while he pursues his secessionist agenda and pushes BiH toward conflict.”

“Any attempt by an entity or any other sub-state unit to secede is an anti-Dayton action that will not be tolerated. Republika Srpska is an entity within the state of Bosnia and Herzegovina. It is an integral part of the country but neither the Republika Srpska, nor the Federation exist outside of Bosnia and Herzegovina. The BiH Constitution does not provide the right for an entity or any other sub-state unit to secede,” it said.
