
The president of BiH's Republika Srpska (RS) entity, Milorad Dodik, stated on Friday that the unofficial document from Germany and France, which proposes sanctions against RS and its leadership, will deepen the crisis in Bosnia and Herzegovina.

"Instead of channeling energy and willpower into realistically assessing the situation, its causes and consequences, and the devastation of an already fragile democratic capacity by international actors, Germany and France have taken a shortcut and used force. Neither has historically yielded results in BiH," Dodik wrote on the social network X.
In the so-called "non-paper", which was reportedly sent by France and Germany to European Union member states, there is a call to isolate the leadership of RS and to introduce sanctions – financial ones against this Bosnian entity and political ones against its highest officials.
"This 'non-paper' is a deepening of the crisis, a waste of time and money, and yet another adventurous approach to BiH," said Dodik.

According to media reports, the German and French document states that the constitutional crisis in BiH is "the most serious challenge to the sovereignty, unity, and functional and territorial integrity of BiH in the past 30 years, since the signing of the Dayton Agreement."
It adds that actions and legal proceedings initiated within Republika Srpska following the first-instance verdict against its president, Milorad Dodik, constitute open attacks on the constitutional order of BiH.
It is stated that this refers to adopted laws that prohibit the functioning of BiH judicial institutions and the State Investigation and Protection Agency (SIPA) on the territory of the Bosnian entity, the adoption of a draft new constitution for that entity, the adoption of the Law on the Protection of the Constitutional Order of Republika Srpska, and the so-called law on foreign agents.
Dodik said he is convinced that "if comprehensive attention were devoted to BiH in the interest of the country itself, and not for internal political needs... a solution would be found through dialogue with domestic political representatives."

He stated that the "non-paper" shows that in the thirty years since the signing of the Dayton Peace Agreement, the leading EU countries have learned almost nothing about BiH.
Dodik assessed that "from incorrect assumptions, incorrect conclusions were drawn, and so the measures for 'overcoming' the crisis in BiH could only be incorrect as well."
