Bosnia’s public sector remains corruption hotspot as Transparency International handles over 300 new cases

Transparency International in Bosnia and Herzegovina (TI BiH) handled 364 new cases and received 1,027 whistleblower calls via its hotline in 2025. Public administration remains the primary area of concern with 151 cases, specifically regarding public resource management and irregular appointments.

The judiciary and education sectors also saw a rise in reports, which TI BiH attributes to the "normalisation" of conflicts of interest. High-profile actions included the Central Election Commission revoking mandates in Gacko and the cabinet of Milorad Dodik due to incompatible positions.
Legal hurdles persist, particularly regarding access to information. TI BiH initiated 24 administrative disputes over information denial and won 24 cases from previous years. A significant victory involved the Court of BiH ruling against the Ministry of Justice for unlawfully withholding the Draft Law on the Court of BiH.
International bodies are also intervening. The European Court of Human Rights has taken up cases involving the FBiH Ministry for Veterans and the Tax Administration of Republika Srpska. Furthermore, TI BiH filed criminal complaints against FBiH officials for abusing appointment procedures within the Pension and Disability Insurance Institute.
Media professionals sought legal aid from the Center 57 times, highlighting a growing trend where citizens and journalists must seek court protection to exercise basic rights. TI BiH warns that the lack of conflict-of-interest laws in the Federation and systemic institutional blockages are depriving citizens of legal protection and fair employment. The organisation maintains that without adequate sanctions, corruption will continue to undermine the country’s public sector.
