Bosnia's RS entity to establish its own agency for medicinal products

Despite international calls not to go down that path, the National Assembly of Bosnia's Republika Srpska (RS) entity adopted with 43 votes in favour and two abstentions the Bill on Medicines and Medical Devices, which foresees the establishment of an entity-level Medicines Agency. The opposition boycotted the vote.

The Democratic People's Alliance (DNS) did not want to participate in the assembly discussion, while the Serb Democratic Party (SDS) and the Party of Democratic Progress (PDP) said they would abstain.

With this move, the leader of the ruling party in the RS and member of the tripartite BiH Presidency, Milorad Dodik, has started to implement his announced efforts to transfer competencies from the state to the entity with the goal of widening the autonomy of Republika Srpska.

Dodik said that he plans to establish parallel institutions in the RS and declare that state institutions have no competencies on RS territory. This includes the Armed Forces and judicial institutions.

The RS lawmakers decided that the seat of the new agency will be in the administrative centre of the entity, Banja Luka. It is estimated that BAM 2,315,000 is needed for the establishment of this agency and that BAM 3,500,000 KM should be allocated annually.
