Quorum crisis halts urgent session of Bosnia’s House of Peoples

The urgent session of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina has commenced, though House Speaker Kemal Ademovic was forced to call an immediate 10-minute recess following the national anthem in a bid to secure a working quorum.

Ademovic informed the chamber that only eight delegates were in attendance: five from the Bosniak caucus, one from the Croat caucus (Zlatko Miletic), and two from the Serb caucus (Zelimir Neskovic and Nenad Vukovic). According to the Speaker, delegate Ilija Cvitanovic was the sole member to have formally justified his absence.
“Since, in accordance with the Rules of Procedure, we do not have a quorum for work and decision-making, I am calling a 10-minute break to attempt to secure a quorum,” Ademovic stated.
The proceedings were further complicated when delegate Nenad Vukovic requested an official explanation regarding the convening of the session, specifically seeking clarity on the submission process, procedural provisions, and the core agenda. Following Ademovic's clarification of the scheduling activities, several other delegates requested the floor, delaying the start of the 10-minute break.
