US Embassy eyes return to sanctions for Dodik, new High Rep expected in June

Ahead of the Peace Implementation Council (PIC) Steering Board meeting scheduled for the beginning of next month, the United States Embassy in Bosnia and Herzegovina has confirmed to N1 that the selection of a new High Representative is expected, with the incoming official projected to assume duties as early as June. Alongside details concerning the transition at the helm of the OHR, the US Embassy issued a clear warning to domestic politicians, emphasizing that they are closely monitoring the behavior of all actors and parties in the country and reserve the right to impose sanctions.

Commenting on the upcoming session of international officials, the US Embassy first reflected on the current High Representative's mandate, highlighting his long-standing engagement in the country:

"The United States commends Christian Schmidt for his years of dedicated service in BiH as the second longest-serving High Representative since the inception of the position."

According to the statement delivered to the N1, Washington already operates within a clearly defined timeframe for the appointment and official mandate commencement of the new OHR chief.

"We expect the selection of the High Representative’s successor at the Peace Implementation Council (PIC) meeting on June 3 and 4, and for the High Representative to assume office during June," they added.

Why was Dodik removed from the blacklist?

Part of N1's inquiry pertained to the political activities of officials from Banja Luka, prompting the Embassy to recall the chronology of American punitive measures directed at the leadership of Republika Srpska. Officials from this entity, led by Alliance if Independent Social Democrats (SNSD) leader Milorad Dodik, had previously been placed under Washington's restrictions due to actions that directly undermined peace.

"Milorad Dodik and other Republika Srpska officials were sanctioned for destabilizing activities," the US Embassy stated.

Nevertheless, the response elaborates thoroughly on the reasons why these measures were temporarily suspended late last year. The Embassy emphasized that the removal of names from the blacklist occurred only after institutions in RS took a step back regarding controversial decisions, and after Dodik himself stepped down under judicial pressure.

"They were removed from the sanctions list in October 2025 following concrete steps taken by Republika Srpska to lower tensions and rescind the unconstitutional legislation that triggered the sanctions, and after Milorad Dodik complied with the Court of BiH ruling barring him from public office by resigning as RS President and allowing elections for his successor to proceed," the US Embassy noted.

New warnings: Has the threshold for restoring sanctions been crossed?

However, the temporary removal from the list does not equate to absolution from future accountability. The US Embassy explicitly confirmed to N1 that they are vigilantly monitoring every step taken by domestic political actors, maintaining a specific focus on the former entity president. They noted that the legal mechanisms for penalizing destabilization remain fully active and ready for deployment.

"The United States continues to monitor the behavior of all actors and parties, including former President Dodik, and reserves the right to impose sanctions on individuals as appropriate, under Executive Orders and legislation, when they engage in actions that undermine stability and raise tensions," they emphasized.

Concluding the statement, they delivered a definitive message regarding current inflammatory rhetoric and the undermining of state institutions. The Embassy confirmed that a serious internal debate is already underway within American institutions regarding whether recent statements and public appearances by all actors and parties, including former RS President Dodik, constitute sufficient grounds to trigger a new round of penalties.

"The United States is carefully considering whether recent behaviour meets the threshold for re-listing under existing authorities," the US Embassy stated.
