Becirovic at SEECP: Respect for sovereignty and territorial integrity key to regional cooperation

Chairman of the Presidency of Bosnia and Herzegovina Denis Bećirović participated in the South-East European Cooperation Process (SEECP) Summit, taking place in Sofia, the capital of the Republic of Bulgaria, under the title “Strengthening Regional Unity for a Stable, Secure and Sustainable Future – Reflections on 30 Years of Partnership and Progress.”

Speaking about the importance of the summit, Becirovic recalled that this year’s gathering is being held three decades after the launch of the Sofia initiative, which paved the way for regional cooperation and connectivity among Southeast European countries.

“After three decades, we are once again in Sofia, where the initiative originated to transform Southeast Europe into an area of stability, security and cooperation. Over thirty years of partnership, our region has undergone a profound political, security and economic transformation,” Becirovic said.

Referring to the challenges and responsibilities facing regional states today, he stressed that the messages he delivered at the summit two years ago remain equally relevant.

“At the 2024 SEECP Summit, I emphasized that regional stability stems from the ability of states to resolve open issues through dialogue, respect for international law and mutual understanding. Two years later, that message remains just as relevant: regional cooperation is not a political slogan, but an economic and security necessity for our countries,” the Chairman of the Presidency stated.

He said that Bosnia and Herzegovina remains firmly committed to developing good neighbourly relations and strengthening regional ties.

“Bosnia and Herzegovina is a peaceful country, committed to strengthening regional cooperation. We want good relations with countries in the region, based on mutual respect. That is why we actively participate in a number of regional initiatives aimed at improving cooperation in the region,” Becirovic said.

In that context, he recalled that the seat of the Regional Cooperation Council is located in Bosnia and Herzegovina, and expressed support for the work of this important regional organization.

“I would like to remind you that Bosnia and Herzegovina hosts the headquarters of the Regional Cooperation Council (RCC). I welcome the significant efforts to strengthen regional cooperation carried out by the Council under the leadership of Secretary General Amer Kapetanovic,” he said.

Speaking about the principles on which the region’s future should be built, he particularly emphasized respect for international law and the fundamental principles of the Helsinki Final Act.

“I believe it is particularly important to highlight the significance of respecting the Helsinki Final Act. For the future of the region and the European continent, the principles of interstate relations are of crucial importance, namely: respect for sovereignty; inviolability of borders and territorial integrity of states; refraining from the use of force and peaceful settlement of disputes; non-interference in internal affairs of states; and respect for fundamental human rights,” Becirovic said.

In his address, he also stressed the inseparable link between regional security and European and Euro-Atlantic integration.

“The security of the region is inseparably linked to European and Euro-Atlantic integration. For Bosnia and Herzegovina, the path towards the European Union and NATO is not only an institutional process, but also a framework for lasting peace,” he said.

Speaking about building lasting stability and trust among regional countries, he emphasized the need for continuous efforts in reconciliation processes based on truth and justice.

“For building a stable region, it is very important that all countries are committed to peace, justice and trust. This includes, among other things: promoting reconciliation in the region based on truth and justice; institutional protection of the legacy of United Nations courts; condemnation of policies glorifying convicted war criminals; building education systems aimed at genocide prevention; promoting a culture of remembrance; as well as dialogue and the development of inclusive societies,” Becirovic noted.

In conclusion, he called on regional countries to work together toward achieving strategic goals that will contribute to long-term stability, security and sustainable development in Southeast Europe.

“Together we are building a safer and better future for Southeast Europe. Our common goals should include, among others: strengthening functional democracy and the rule of law; strengthening an independent and efficient judiciary; combating corruption and organized crime; protecting human rights and civil liberties; improving resilience to cyberattacks, manipulation and disinformation; strengthening media freedom; promoting energy transition; investing in renewable energy projects; reducing air pollution and decarbonizing Southeast Europe,” the Chairman of the Presidency concluded.
