Dodik proposes referendum on Republika Srpska’s new constitution

Milorad Dodik, President of the Republika Srpska (RS) entity and a fugitive from Bosnia and Herzegovina’s judiciary, stated on Thursday in Banja Luka that he has no intention of drafting a document that contradicts the Dayton Agreement. He also signalled his readiness to put the decision on a new constitution for Republika Srpska to a referendum.
"We are all prepared to support the idea of a referendum, but it must be binding and not just a symbolic gesture indicating general preferences. It must be a decision of the people, confirmed by the National Assembly of the RS. My idea would be to hold the referendum on 9 January to reinforce the significance of this date, since there are many who oppose it”, Dodik told the media ahead of the final public debate on the draft RS constitution.
Dodik invited Bosniaks and Croats to participate in discussions, stressing that he did not want to exclude them but rather offer the "best possible standards" in shaping the future constitutional framework.
"We see this as restoring our dignity as a people, showing that we understand the situation. This public debate proves that, and it also supports us and those leading the process," Dodik stated at the press conference.
Legal proceedings against Dodik
Dodik has been accused of attacking Bosnia and Herzegovina’s constitutional order. A central detention warrant has been issued for him and Nenad Stevandic, Speaker of the RS National Assembly. However, Dodik has repeatedly crossed the Bosnian border, travelling to Belgrade, Moscow, and Israel despite the ongoing legal proceedings.
