Vulin: BiH Constitutional Court's decision on RS laws breaks Dayton Agreement

Bosnian Constitutional Court's decision taking away the Republika Srpska entity's land is destabilizing Bosnia and contrary to the Dayton Peace Agreement, Serbian Defence Minister Aleksandar Vucic said Tuesday, adding that Serbia is the protector of the Dayton Peace Agreement.

“Serbian President Aleksandar Vucic can express his opinion on anything that is contrary to the Dayton and destabilizes Bosnia and Herzegovina – and the Constitutional Court's decision taking away Republika Srpska's land does just that,” Vulin said responding to Bosnia's Croat Presidency member Zeljko Komsic's accusations that Vucic is “undermining Bosnia.”

Following the signing of the Dayton Peace Agreement which ended the 1992-1995 war in Bosnia, the country was subdivided into two semi-autonomous entities – the Bosniak-Croat shared Federation (FBiH) and the Serb dominated RS. Both entities have their institutions and competencies.

After the Constitutional Court decided that Article 53 of the Republika Srpska (RS) Law on Agricultural Land, as well as Articles 3 and 4 of the RS Law on Inland Navigation, unconstitutional – RS leaders decided to boycott the decision-making process in state institutions by attending the sessions and meetings, but not taking part in the voting process, thus blocking the process completely.

Vulin said that Komsic did not say in his statement what was wrong with the advice which President Vucic gave to Bosnian Serb Presidency member Milorad Dodik that he should do everything legally.

“In the calling for the respect of the law, Komsic can see what no one else sees – the undermining of Bosnia,” He said.

Serbian Defence Minister added that next time, before even thinking of saying Vucic's name, Komsic should first answer the question “who attempted to assassinate Vucic in Srebrenica and who are the people who ordered the assassination attempt.”
“Until he says that he can keep quiet,” Vulin stressed.

He concluded that if Komsic respected the Constitution of Bosnia, he should stop talking of Kosovo's independence and stop giving statements he did not agree on with other two Presidency members and he should stop treating the Serb-dominated entity of Republika Srpska as part of Bosnia and not a “genocidal creation.”
